Phát triển bền vững kinh tế biển phù hợp với chuẩn mực quốc tế là một hoạt động phức tạp, đa ngành, đòi hỏi nguồn nhân lực kinh tế biển phải được đào tạo dưới nhiều hình thức và trình độ khác nhau để có tay nghề, chuyên môn phù hợp với yêu cầu của hoạt động kinh tế biển. Điều đó có nghĩa, đào tạo, phát triển nguồn nhân lực kinh tế biển là yếu tố cốt lõi quyết định sự phát triển bền vững kinh tế biển cũng như quá trình quản lý, khai thác, sử dụng tài nguyên biển và bảo vệ môi trường biển. Nhận thức rõ vị trí, vai trò, tầm quan trọng của nguồn nhân lực đối với sự phát triển bền vững kinh tế biển, Đại hội lần thứ XIII của Đảng (sau đây gọi tắt là Đại hội XIII) chủ trương “Đẩy mạnh đào tạo nguồn nhân lực cho kinh tế biển, nhất là nhân lực chất lượng cao Đây không chỉ là nhận thức mới, mà còn là một đóng góp lý luận quan trọng của Đại hội XIII về đào tạo, phát triển nguồn nhân lực thời kỳ đổi mới. Vậy nhận thức mới và đóng góp lý luận đó như thế nào, bài viết này sẽ góp phần làm rõ.

Sustainable development of the marine economy in accordance with international standards is a complex, multi-sectoral activity that requires marine economic human resources to be trained in different forms and levels to be skilled, expertise in line with the requirements of marine economic activities. That means training and developing marine economic human resources is the core factor determining the sustainable development of the marine economy as well as the process of managing, exploiting and using marine resources and protecting sea environment. Well aware of the position, role and importance of human resources for the sustainable development of the marine economy, the 13th Party Congress advocated "Promoting human resource training for the marine economy, especially high-quality human resources This is not only a new perception, but also an important theoretical contribution of the XIII Congress on training and developing human resources in the renovation period. Thus, this article will help clarify how the new perception and its contribution are.
