The Delphi method is an effective educational scientific research method used to mobilize expert opinions on a specific solution. In this study, we apply the Delphi method to determine how to organize the teaching of the General Physics Laboratory Module in the form of inquiry-based laboratory in order to develop students' experimental competency. We also use an empirical method to evaluate the effectiveness and feasibility of the inquiry-based learning procedure and process in this module. As the main result of this article, we have proposed the procedure and process organization of inquiry-based learning for the General Physics Laboratory Module in order to develop the experimental competency of pedagogical students. The teaching process has achieved the set teaching purpose, contributing to the development of students' experimental competency.
